Different situation, in that case the receiver had come down, turned and made a football move..at that point he's a runner and the helmet to helmet rule no longer applies. In the case of the Burfict hit even if the receiver had caught the ball he still would have been considered a defenseless receiver since he would not have been able to execute a football move and therefore the helmet hit rule applies.
