From where we are today, I would use the Raider model of team development. Draft for immediate need, then build upon a solid foundation. Develop a philosphy on both sides of the ball and stick to it. Have a solid Org chart with a clearly defined chain of command. Finally, an Owner that knows how and when to hire and fire organizationally.
New HC and coaching staff. AS others stated, OL, pass rusher, CB and FS. And play the ____ing young QBs NOW!!!!!
I think the organization needs to find out it wants to be. At least with Ryan (his first year, at least),the party line was always the same...ground and pound and defense. With Bowles and Maccagnan, I'm not sure what they want to be. I think the team should focus on improving the offensive line and shore up the defense, Instead of trying to find a franchise QB, why not a franchise running back? It's easier to find a good to great RB, than a franchise QB. Look at the formula that Dallas is using. A rookie QB and RB with an elite offensive line. Control the clock. Put Prescott on the Jets, I have serious doubts he'd be as successful. If Leonard Fournette is available to the Jets next spring, he's the guy. At OTAs, the Jets need to decide who's better Hackenberg or Petty and then stay with that choice. Finally, this organization needs stability, but also needs change. Keep Bowles and Mac..get rid of the present DC. Get a more experienced hand who knows how to make adjustments on the fly.
What you're suggesting is along the lines I'm thinking. Get a stud RB, and upgrade the OL, and try and get somebody to rush the passer, and play Petty/Hackenburg. I'd rather play younger guys and suffer a season or two of losing records - but high draft picks - than continue in te Twilight Zone of mediocrity or worse.
Honestly, this shit we are witnessing all starts at the top... Fire the HC and replace him with someone who is actually competent. Hire an experienced HC or Mike Westhoff. That would immediately change the direction of the team for the better.......

Short term, we need to first of all see if we have anything in Petty or Hackenberg. I don't want us to go the Romo or Cutler route, I would rather us sign a cheap vet to mentor/hold the fort for these two guys to get their looks. If Hack or Petty turn out to be lets say the #20th best QB in the league we are in amazing shape considering we have a bottom 5 QB every year. Rookies/young vets from other positions should be starting by no later than after this week when we get mathmatically eliminated. We seem to have somewhat of a future at wide receiver, which is great. Going into the offseason, the #1 priority should be fixing the offensive line. I would assume we take a good free agent (it will likely cost us, but its worth it) and a high draft pick and a later pick should be used on the O-line. We also need to replace Revis, which is probably going to mean we need to spend money on someone in free agency. Whoever we get at CB will be more cost effective than what Revis is giving us this year. I think we also need to continue to build the linebackers up as Lee is the only pick of Macs that actually looks good. Right now I'd say finding a QB and rebuilding the O-line is the biggest needs right now.
Not sure if there's anything that can be done, to be honest. It's an organizational thing, doesn't matter who the HC and GM are. The only thing that can improve the situation is for Woody to sell the team.
Your first point is the best of many good points--They need a decent head coach! Does anyone really believe that there is a player or coach in the league that would ever state "Oh no, we have Todd Bowles on our schedule this year!" He looks like a mindless zombie on the sidelines and his loyalty to washed-up vets who has no future with the jets (or the NFL for that matter), plus his in-game decisions, and halftime adjustments (or lack thereof) explain their record better than anything. Is it possible, just possible, that he is in way over his head?
I'm torn on the coordinator debate. Gailey appears to have been awful this year in terms of playcalling, but has he been calling the game to Fitzpatrick's limited strengths? Even still, playcalling has been wildly predictable, but I do like his play design. I just will never get the 3rd & 1-3 and the five wide receiver sets which completely eliminate any thought in the defenses mind of a run. I wonder how much firing him would actually stunt the young quarterbacks growth if we kept the coordinator in-house and promoted Patullo. System & play design remains somewhat the same, while playcalling could be improved. We're also not under center nearly enough to make the running game a true threat to opposing defenses, and when we are under center it's almost an auto-run. The NFL trends towards shotgun offenses, but the plays haven't been called correctly at all. Powell has also been averaging 6.4 yards/rush yet has only 48 carries. It's criminal. People keep saying 'fix' the offensive line as if it's the root of our problems. We've allowed the 8th (tied) amount of sacks in the league at 21, and the NFL's 10th leading rusher (12th in team rushing). We do need to get younger there, and building up a young dynamic offensive line is a great step forward for a likely young signal caller moving forward, but it really hasn't been this huge problem everyone exaggerates it to be.

How do we know it was the OL that caused Namath's knees to fail? Maybe he just had weak knees, or Penny had weak shoulders. Besides, I seem to remember those QB's played with some pretty good OL's. This is the NFL. QB's are going to get hit even if you have a good OL. Look at Romo. Dallas considered one of the best OL's in the league, yet he lasted only 4 games last year and zero this year. Consider Eli Manning. He hasn't always played with great OL's yet he hasn't missed a game since his rookie year. That's because he and the others mentioned were durable, not because they had great OL's.
Namath didn't help his knees with all the drinking and carousing. I wonder how hard he worked to stay in shape. I know it was a different era, and the NFL wasn't 12 months a year, but still...
