Yes, except, the QB's job isn't to always manage the game only; sometimes they have to win a game. However - for the most part - the best Pennington can offer is game management, so those times when you need a QB to take control and put the game on his shoulders, you won't get that from him. That's been the biggest criticism of him. A game like today's is exactly what Pennington excels at. Unfortunately, all of the games won't be like today's.
