The most politically correct way to do this, if I'm Mangini, is to start Ramsey opening day citing 'precautionary' reasons. This allows them to get a look at Ramsey in the new offense. If he looks good, keep starting him. If he struggles and starts costing us games, bench him and put in Penny.
