The lack of consistency displayed by Mangini is perplexing. If you don't even look at Jackson, then you are saying, "he is a stop-gap, I want to evaluate the team we have." So, naturally you would play Clemmens. If you bring in Jackson, you are saying, "i don't think this team is lost, i am focused on winning this year." So, it makes more sense to play Pennington. Not even looking at Jackson and still playing Pennington, just doesn't jive in my book.
