If that is what he is referring to the Texans would also have a week of rest if the Bengals win I believe. If they and the Colts end up 8-8 it would go to strength of victory tie breaker which Texans would win. Not completely positive on this but tried many scenarios any only one that had Colts winning the south is with Cinci losing. Edit: Just checked another site that says if Cinci loses the Colts would still need 9 other games to go in their favor, .03% probability of winning the south.
