The way it's enforced now is way different than it was enforced back in early 2000s. I wasn't born in 76 so I can't speak about the reference you made. All I know is blow to the head used to be called only if the head was contacted with. If it was incidental on other contact with the QB, they usually let them play. It was when only the helmet was contacted that it was enforced. Exactly.
