I guess cause they figured the Raiders would get a freebee FG and that ends the game regardless of a stop or not, that's the only explanation I can conceive of but honestly with 3.5 minutes left the game's pretty much over if you don't score a TD. You don't have the time to get more than two possessions at most.
The way he's played the end of the past two games is perplexing me and really beginning to turn me against this coach. I've like what he's done up until this point, but he's playing these two score games like we're down 45 points and would need some crazy miracle to win. It's not even conservative it's just plain dumb. This team looked like it had no interest in playing today and we come out flat in every game. This shit falls on the coach. I also don't get how with 3:30 on the clock we ran two plays and then went to the 2 minute warning. Disgusting. I'm not a darksider and I had thought we had a good chance to lose this game but to lose like that playing uninspired bullshit football makes me fucking pissed.
Seems like Bowles was only hired because of the Rooney rule. This guy seems so inept at clock management, its almost laughable.

These are simple things though. I've never seem a team with absolutely no sense of urgency to try to win games they're trailing in like this. It's perplexing because he seems to make great halftime adjustments. He looks like it's his first time coaching football at any level. You can't let your offense run two plays down two scores with 3:30 to go. Whether you're in pop warner or the NFL.
The play where Geno ran out of bounds making it 4th and 7 instead of 4th and 3? Bowles probably took that as an example of Geno's decision making under pressure and decided not to go for it, gift wrapping points for the raiders. In theory 14 points could happen. 17 or 21? No chance.

He's had his good, but we're starting to see his flaws. A good coach is able to improve his flaws (Rex didn't ), we'll see if Bowles is able to do this. Worst case scenario he's Marvin Lewis and that is not necessarily bad to be honest.
