The call was illegal shift. Even then there needs to be some sort of rule interpretation. The Franks shift had absolutely no effect on the play, Cotchery beat the CB straight up. The Line judge should throw the flag, conference and rescind that call because it didn't cause the opposite side CB any harm.

The call was illegal formation. They didn't have anyone on the line on the side Franks motioned from. I don't know who the receiver on Franks' side was, but I think it was his fault. Franks seemed to move into the backfield to block as a predetermined or audible part of the play. Either way the receiver should have moved up to the LOS.

This is my favorite highlight from the Callahan history books thus far, Callahan said the Raiders must have been "the dumbest team in America in terms of playing the game." Now THAT is a coach I would hire.
