There are 3 semi-pro teams in my area, the Albany Metro Mallers, the Amsterdam Zephyrs, and the Troy Fighting Irish. I know people that play on each one and none of them get paid. The Metro Mallers are in the NFA, I don't know what league the other two are in.

There were rumors that some people on the Mallers were getting paid under the table but the Owner of the team has denied them.

Would that be considered early to cut him?, with Ben struggling last season!

He probably sucked. Kickers and punters, good ones I mean, are difficult to come by. Which is why those two positions constantly have new players trying out every offseason.
