I phrased it wrong. He might be worth tanking for. A lot can go wrong between now and then. Maybe he has a few warts that will be exposed this year and next. But right now, he has the total package IMO.
If he continues to perform at this level or improves, he is pretty much a lock to be first QB in 2020 draft. But yeah, a lot could happen between now and then.

They will be good enough to win enough games to take themselves out of position to draft a franchise changing QB, but they will not win enough games to be a serious playoff contender either. They'll take some cornfed "safe" pick with the #15 or something.
