the reason the williams' and grant/smith are being let off is because the illegal masking agent was not listed under Starcaps ingredients so there was no way of them really knowing it was illegal. Odds are, whatever Pace took, it was labeled and commonly known to be illegal in the NFL
In the past that has meant nothing. In this case it meant nothing too as the NFL still suspended them. It's the old "you are responsible for what you put in your body thing". There is still no good answer to why Pace is still suspended.
Let me try to explain myself better... masking agents were found in the Williamses, the NO players AND in Pace blood. A player doesn't take masking agents on their own... usually they are part of products like Starcaps that have other goals (like reducing weight). The NFL gives to the players and the teams a list of these products because they could accidentally use it (for example if they really want to shed weight and not mask steroids). Starcaps was not on this list although the NFL knew it contained a masking agent for steroids. When that masking agent was found in the blood of the Williamses and the NO players they said it wasn't their fault because nobody told them the product they were using contained them (and IMHO they are right, they are not scientists, they are football players). The NFL however says it's still their fault because the players are responsable of the substances they use. This is why all the hoopla is going on. Pace was caught using a different masking agent then the one found in starcaps and when he got caught he couldn't say he used a product that wasn't on the NFL list of banned products that caused that effect. This is why he is still suspended... In pace case it's 100% sure it's his fault and responsailty he took the masking agents, in the Starcap cases it's not clear...
I believe Grant and Smith were caught using the StarCaps too, that's why Goodell let them off because of what happened to the Williams'. He's not going to let everyone off for other PED's. It seems just the StarCaps.
Actually, the Williamses were allowed to play because there's a legal question of whether state or federal law should apply in the situation. They argue that the anti-doping policy violates state labor laws. Both a federal district and federal appellate court agreed, so Goodell had no choice but to step aside. My guess is he continues to fight it, but for now, they're off the hook. Since Grant and Smith were accused of using the same product, their suspensions are temporarily lifted while everything gets sorted out.

The Williams-es are suing in Minnesota State Court. The outcome of their trial with only apply in Minnesota unless the NFL gets their appeal to the U.S. Supreme Court.
