That's an interesting stat, but basically meaningless. That averages to less than 1 point difference between the two teams over the course of the season. And 77 of that point differential can be attributed to the games versus the Pats. If you want Whitner to guarantee that the Bills won't make the playoffs in 2007, you can cling to those stats if you want. You'll be right. 2008 is a new season and the Bills got better just by getting healthier even before they made they moves they did without losing anyone of significance.
even though half the bills' wins were against the Jets and Dolphins. There are a lot of talented people on that team.
It's not a meaningless stat. The Bills were inacapable of scoring points at even an average rate last season and they allowed points at an above average rate. They also won a few more games than they should have given those two facts, directly suggesting that they got lucky in their results last seasons. Teams for which both of the above are true tend to snap back to the expected results the following season with remarkable predictability. A major change, such as a new GM and coach, can forestall the snapback but that's really what it takes most of the time. It's possible the Bills will be the second best team in the AFC East next season, however that will likely mean that they, the Jets and the Dolphins all suck again.
