It makes no sense to cut the only QB on the roster that can fill in without throwing out 90% of the playbook if Fitz goes down. I'm not a huge Geno fan, but he is the best #2 we can possibly have right now.
Neither he or Petty have actually played a down for Gailey so I would guess either of them could fill in just the same. We knoe the two years of disaster Smith brought us as a starter, I would be willing to see what Petty can do before writing him off.
I understand where you're coming from, and you have a point. If the Jets had a normal situation where they didn't have two young QBs who were both rookies (practically speaking), then Geno wouldn't be cut. If the Jets had a good shot at making the playoffs, Geno might not be cut. This isn't a normal situation, however. Granted, if Fitz is re-signed, there really won't be a good option for the Jets. There will be negatives to anything they do. If the Jets don't cut Geno, that means they either have to keep 4 QBs on the roster or cut Petty. I would have a very hard time believing that they would cut Petty after only one year. Supposedly, they're high on him, and he has more talent and potential than Geno. I also seriously doubt that they would keep 4 QBs, either. Yes, if Fitz re-signs and then goes down with an injury and the Jets had previously cut/released Geno, they wouldn't have an experienced QB on the roster, but imo that is the lesser of the evils. Keeping Geno and cutting Petty, or keeping Geno and cutting another position player who could help the team in the future, would not make any sense, either. IMO the only way Geno stays on the team this season is if the Jets don't re-sign Fitz. More than likely, with the schedule they have, the Jets aren't going to make the playoffs this season anyway. If Fitz were to go down with a serious injury, and the CS thought that neither Petty or Hack were ready to play, the Jets would sign a street FA to come in and play. More than likely, Geno would still be available.
To make room for Fitz, i'd start with trimming dead weight in Geno and Breno. 5.4M right there. would also keep an eye on Thompkins at 1.67M, depending how they feel about the developmental prospects. I'd sign Fitz to 2 years, and weigh the second year a little heavier cap wise. it's real tight, but still workable.

yes, I'd let Qvale, Ijalana and Shell battle it out. could end up a downgrade, but can't justify keeping Breno at that price tag. the downgrade at QB is much more impactful if we don't bring Fitz back, and mortgaging too much future cap isn't ideal either. drafting someone higher at T was our best bet, but it didn't happen. i trust Geno less, and we need the cap space, so there is no point in rostering him imo.. definition of dead weight.
If Fitz isn't back and Geno is the starter, I definitely agree that we should cut bait with Breno, and let Qvale, Ijalana and Shell battle it out. In that scenario, we're all but guaranteed not to make the playoffs, and perhaps most would say we'd be more likely to be guaranteed to be drafting in the top 5 next year. That wouldn't be the end of the world. If so, and the Jets weren't sold on Hack or Petty, they could possibly grab another QB prospect, or certainly could grab a new LT.
