That's, because the media feeds you sound-bytes because there are fools out there that will eat it up without bothering to find out what the real context was. Somebody ASKED Rex if he thinks the Bills will make the playoffs this year...a point-blank direct question. What would you have him say in reply? Yeah is brash by nature and has said some stupid things in the past...but the media does it's best to perpetuate the idea of that reputation any way they can, underhandedly or not.
Belichick doesn't make the playoffs with our team last year. But he puts on the field a better product, things are organized and professional. Geno Smith does not start. As for Rex with NEP. The team doesn't play as smart. The organization isn't there. That's the reason they won the SB. It wasn't just personnel.
It's unfair to compare Rex with Belichick. BB is an all time great HC on the same level as Lombardi, Shula, Walsh, Landry. We never expected Rex to approach this level. But he never improved or was able to bring a mediocre team to a higher level except maybe 2013. We'll see how he does with decent talent in Buff.

Rex gave up on the season last year. Then the Jets were suddenly in overdrive when they were playing the Pats twice. It's a myth that you can turn a team of scrappy guys into overachievers on demand. When they're suddenly playing well after looking really bad for a large segment of the season one of two things has happened. They either had an effective game plan put together and were motivated to execute it or they received a big talent infusion on the field somehow. Ok, so we know the second of those things didn't happen. They made one major move last year, picking up Percy Harvin between the two games against the Pats. On two days last year the Jets defensive personnel was used to the fullest extent. The game plan was executed well and the players were interested and attentive on the sidelines. That status of interested and attentive is the one you normally expect from your roster, not an anomaly that somehow comes into play miraculously when your big rivals come into town. Rex just couldn't coach his way out of a paper bag last year until Belichik was on the other sidelines. When the guy he really wanted to beat was on the other side suddenly the Jets looked like a team with some fight in them and some real life. It was his job to make that happen 16 times last year, not twice...
Rex' goal was beating the Pats each season, if he did then he thought he was a success. Now his goal will be to beat the Pats & Jets, the rest of the season is just a dress rehearsal between those games.
I think Rex will be motivating the Bills all year next season. I think he's going to be coaching hard and trying to figure out how to get the most out of all the talent the Bills have on defense. He just got stale in NY and gave up. It happens.
