As to the ongoing cap hit question it depends on the contract structure, if the signing bonus is spread over the life of the contract then yes the cap hit for declining the option is there, but if the 28 million in guaranteed money is all put in the first 2 years, and the rest of the contract is in salary and roster bonuses over the last several years then no there would not be an increased cap hit on the 3rd year, the Raiders could just decline the option and he would become a Free Agent and the raiders wouldn't lose any cap space
